In the '40s, the Romanian banking system was dominated by 6 banks: the Romanian Bank, the Romanian Credit Bank, the Romanian Commercial Bank, the Italian and Romanian Commercial Bank and the Romanian Banking Society. These banks realized 50% of the total banking operations. The Romanian banking system developed remarkably until 1947. Banks held significant resources and operated according to international standards. The bank's staff consisted of specialists, with very high professional standards, as they were established by the National Bank.

After 1947, the Romanian banking system was limited, due to the fact that Romania switched to a command economy and its entry in the Soviet influential zone. Until the end of 1989, the Romanian banking system offered a limited number of services and banking products. In 1989, there were 4 main banks in Romania: the National Bank of Romania, Romanian Bank for Foreign Trade, the Investment Bank and the Agricultural Bank, to which the Savings House is added.

After 1989, Romania witnessed many economical and social changes and the switch to a market economy resulted in the increase of the number of economic agents. The Romanian banking system reform began during 1990-1991, through the elaboration and approach of a new banking legislation, whose function was to establish the central and commercial banks' organization and functioning.

The National Bank of Romania is the country's central bank, the institution issuing the currency of the Romanian state. Through the new regulations, the bank attempts to create a modern banking system and, at the same time, fulfill its duty as a central bank. Nowadays, in Romania, commercial banks function according to the Act concerning the companies, to the Act concerning the banking activity and to the license issued by the National Bank of Romania.
